I have not found any need to adjust the number of pages per page, as long as this does not impact the file size of the file. As to the best way to prepare these, I would recommend making a single PDF for the entire document you are producing. This will allow you to see and rework the content at a quick glance, without having to make changes to all the PDF's in the process. I would do this in Microsoft Office 2007, where you get the ability to make an entire new document for each project. I recommend doing this, before beginning to prepare the file. The reason I am advising an entire new document for each project is because it is easier to organize, see the structure and ensure every file contains all relevant information.
